Per the Maryland Higher Education Commission Website this is a new credit for this year. It indicates that if you apply and receive the credit that you will report the total on Tax Form 502, 505 or 515. I believe that I will need to mail my state return in as I need to include a certification.

I don't see where to select 'Student Loan Debt Relief Credit." Where do I find that?

For 2019 returns, Turbo tax gives the options to attach a PDF for student loan debt relief credit (maryland state returns). With this option, are you still required to mail the paper return. When looking at the final return, the attached PDF does not show?

You can actually electronically file your Maryland return and claim the credit. A PDF of your required certification from the Maryland Higher Education Commission will need to be uploaded to TurboTax, as described below.
To get the relevant section in TurboTax Online:
With your document uploaded, you should be able to e-file your Maryland return.
