I’m sorry you’re going through that. It’s so wrong. TT needs to be reported to BBB and the states AG division for deceptive practices, honestly.
have you read this chat for a fix? I used this fix and it worked. I backed out of the C19 disaster and unchecked it. Next, went and chose ‘blank” for disaster type. Then went back and rechecked C19 and then made certain disaster type was still blank. It was. That did it. My return was accepted and after three weeks approved. Good luck and don’t pay any additional money to TR. You paid for the service already.
I just tried to file with form 8915-F and it still shows not finanlized. Is there something i need to do?
Try clearing your cache and cookies and see if that saves the problem. I'm including the workaround instructions too, in case you need them.

WHERE is it? I used ttx both in 2020 and 2021 and it was there but it's not appearing for 2022 and you can "find" individual forms anymore. Not a FAN ANY MORE
If you took the COVID relief IRA Distribution in 2020, then the Form 8915 information should be rolling forward. Please make sure you are using the same logging information and not creating a new profile for 2022.
Before, logging into your TurboTax account, clear your Cache by clicking Here then follow the steps below posted by @DanaB27

Yes it finally worked and was able to efile after waiting for 1 month. i should've asked earlier but thought it was not finalized. the message should say something else
i deleted the form and reentered it then when i went to send i got the error message about capital gains so entered zero for that quesiton and it worked. i was sooo shocked it actually worked.

Answer "Yes" to the "Have you ever taken a disaster distribution before 2022?" screen
Answer "Yes" to "Did you take a 2020 Qualified Disaster Distribution?"
Uncheck the box next to "If this was a Coronavirus-related distribution reported in 2020 check here" and click continue
On the "Which disaster affected you in 2020?" screen, I selected the blank entry and clicked "back"
Then recheck the box next to "If this was a Coronavirus-related distribution reported in 2020, check here" and continue.

Open or continue your return in TurboTax.
Select "Tax Tools" and then "Tools" in the left menu.
In the pop-up window Tool Center, select "Delete a form".
Select "Delete" next to "Form 8915-F" and "Qualified 2020 Disaster Retirement Distr" and follow the instructions.
Click on the "Search" on the top and type “1099-R”

The answer you are seeing is for the TurboTax online editions. Apparently you are using one of the desktop editions. Click on Forms. When in Forms mode you can select which form or schedule to delete by clicking on it on the left side of the screen.
It is April 12th and I’ve yet to be able to file my taxes because of this delay they conveniently have two years in a row.

I am using mac version. The solution did not fix my issue. There is no delete button to delete form 8915F form
