I struggled with this : rejected 3 times! Used help twice. I finally resolved the issue:
Revisit your state return, and go through the prompts until you come to where you electronically signed. Under that number is a tiny box. Uncheck it. Like magic you will see another area appear where you can sign using your IL pin number OR a valid driver's license/ state id. After that you can submit like normal.
I can say mine was then accepted.
Yes my state return was rejected and I have a code of IL 1040-8100-1. I cannot get in to my state return to correct it. Can you not go step by step through you state return once it has been submitted and then rejected? I am confused.
Non resident, married filing jointly. Secondary Taxpayer AGI doesn't match. Married filing jointly; how do you answer this? Both spouses full amount? As a non resident no IL ID or license to use. Any help???

I am having the same problem with my State return. I have checked my AGI and it is correct but I still get the rejection code. Can someone help?
Please double-check the input for your Illinois driver's license to make sure the information is correct. Please also see this link to see if you need an Illinois PIN: IL-PIN Inquiry
I know this is an old thread but I was dealing with this for a few attempts this year. What worked for me is instead of using my AGI, which changed after I filed due to updated info, I used our IL-PIN for both my wife and I and it worked.
Go to : https://www2.illinois.gov/rev/questionsandanswers/Pages/309.aspx to get your pin if you do not have it.
I just got rejected from Illinois with this message. I realized today my wife went and got an Illinois real ID this year. She showed her birth certificate to acquire the real ID. Her birth certificate had her middle name on it. Her old license did not. The DMV put her middle name on her new License / real ID, and it changed her driver's License number. When I filed taxes, I put her new driver license number in which I now realize does not match last years that I filed with. I'm sure I had the AGI right. Should I just try refiling with her old Driver's license number? Also, just to ad I went 2 weeks ago to renew my DR license and get real ID with it. I had same issue with no middle name on my birth certificate but had middle initial on my License. DMV changed it and now my DR license number changed. I filed with my old DR license (because I have it memorized) and I was not rejected. Most likely because it matched last years.

What is e-file rejection code IL1040-8600-2?
https://ttlc.intuit.com/community/rejections/help/e-file-rejection-error-il1040-8600-2-primary-taxpa...
This same thing happened to me using Tax Slayer for my 2019 return, still haven't resolved it. So, I'm guessing it's an IL issue. Has anyone been able to resolve this outside of Turbo Tax?
Why won’t it let me correct my rejected return? Rejection code IL1040-10000-1 and Il1040-8100-1.
The rejection code you are getting is related to the prior year's Adjusted Gross Income (AGI) that was entered. You received the rejection because the AGI entered did not match the Illinois Department of Revenue. You will need to verify the AGI with your 2021 return. If you amended or received a correction made to your return notice from the Illinois Department of Revenue, you will report the most recent AGI.
To correct your AGI in TurboTax, you will follow these steps:
If you are unsure of what your prior year AGI was, you can create an account for MyTAx Illinois Account to view your AGI. If you need further assistance determining your AGI, contact the Illinois Taxpayer Assistance line at 800-732-8866.
Did you manage to resolve this? how, I am in the exact same situation
Locate your 2022 IL state tax return and AGI listed. Enter that number into the program, not the federal AGI for this section.
