I'm 69 yrs old, I made a traditional IRA distribution of 50K and I did not pay federal tax at the time of withdrawal.
I am in the 12% tax bracket. I entered my 1099R and turbotax immediately charged me 20% tax. Where do I go to fix this in turbotax?

Sorry the tax is based on all your income. If you take a Withdrawal it is taxable on your return and may push you into a higher tax bracket and more income can reduce or eliminate some credits you may qualify for and may make more of any Social Security or SSDI taxable.
Where in turbotax can I go to see what bracket I was moved into?
You'll have to google it.
If you are Single and were right on the edge of 12%, you move to 22% on that IRA withdrawal.
TurboTax knows how to calculate your tax. That's what you're paying for.
You're probably paying tax on a portion of Social Security now.
