I update the IP Pin for myself and spouse on my return and it rejected it several times. What could be causing the problem

are you confusing the 5 digit e-file pin (anything you want) with the 6-digit IRS ID Pin (generated by the IRS, changes every year). The 6 digit one is the one causing your return to reject, it needs to be input under Other Tax Situations, and you need to get your latest one for calendar year 2025 from your account/profile on the IRS website.
Not confusing it, I know the difference. Does every single family member need one. I have one, my wife has one. Does my daughter need to have one. Never did this before.

The IND-996 Error says the dependent's IP PIN (or qualifying person) is incorrect. That error does not refer to primary filer or spouse IP PIN.

When you efiled, you entered an IP PIN for you and one for your spouse. Did you also try to enter an IP PIN for your daughter, or did you leave the IP PIN blank for her? In other words, did you enter an incorrect IP PIN for daughter when one wasn't needed, or did you leave it blank but the IRS is expecting one?
In any case, the error 996 message says that whatever your choice for your daughter's IP PIN was invalid.

I don't know why the IRS is expecting an IP PIN for your dependent. I only know that Error IND-996 message that you posted says that your dependent's (or qualifying person) IP PIN was not valid. If the entry was blank, then it must be expecting one.
