You can file without the 1099 and then the IRS will notify you of the unreported 1099 and compute your correct taxes.  If the employer has created the 1099 and sent it to the IRS.

If that has not happened, then you can file now and amend when the 1099 is received and after your return has been processed.

If you are going to receive a refund, then you do not have to file until you receive the 1099.

You should be keeping your own records.  Just enter it as Other self employment income or as Cash or General income.  You don't need to get a 1099NEC or 1099K.  Even if you did you can enter all your income as Cash.  Only the total goes to schedule C.

FYI ... if you are self employed you do not have an employer who sends you a W-2   you have CLIENTS who may or may not issue a 1099-NEC  so you must keep good income records for yourself to use when filing the income tax return.
