If you know that you made a state estimated tax payment in January of this year, 2017, you can enter it under Federal Taxes, Deductions and Credits. This is not for any state tax payment on the 2016 return you would now be paying with the 2016 return.
You can scroll down to Estimated and Other Taxes Paid and choose the first topic, Estimated Tax Payments. This would be for 2016 estimated taxes for which you made a payment in January of this year, 2017, separately from the 2016 tax return you are now filing.
After making this entry, you would transfer the data to the state by clicking the State Taxes tab.
