If you have taxes owed you will not be getting a tax refund. You need to pay the taxes owed when you file your tax return. Taxes owed should have been paid on or before April 18, 2023 for a tax year 2022 return. The IRS will assess penalties and interest on the taxes owed until they receive payment. Once the payment is received and processed the IRS will send you a bill in the mail for payment of the penalties and interest.
if you owe then you are not due a refund. with the offset programs if you owe for a prior year your current year refund can be seized.
Your tax return shows either a payment due or a refund, never both. On your federal Form 1040 for 2022, line 35a is your refund. Line 37 is the amount you owe. You have one or the other. You can't have both.
If you filed a state tax return, the state is completely separate from the federal. You could have a state refund even if you have a federal payment due.
if you have any balance due at IRS, any refund is first going toward paying that down.
