If line 10 is empty, not a zero, what does that mean for eligibility for rebate?

Form 1099. The IRS tracker for the state rebate asked for line 10 amt. It said if it is zero than your not eligible.  I just want to be sure that No amt. is the same as 0. Ty!!

Ok what kind of 1099?  There are over a dozen.  1099NEC, 1099R, 1099G, 1099Misc etc.  And the IRS if federal not state.  The IRS wouldn't have tracker for a state rebate.

@jpatton71814  look at the SOUTH CAROLINA FORM SC1040.  if Line 10 is zero (or blank), you had no tax liability.  therefore you are not eligible for the rebate.
