If I was told to get a revised W2 due to too much being withheld from my paychecks, can I still finalize my refund before receiving the revised W2?

No.  Too much what was withheld?  If your employer has to give you a corrected W-2 you have to wait for it.

And the IRS is not accepting returns until January 27;  filing now will not result in an early refund.  Filing with inaccurate income information might delay your refund for months.

I withdraw my comment and would go with previous answer and wait to avoid headaches.
