If you mean you owe back taxes from a past year, yes, the IRS will seize as much (or all) of your refund as necessary to pay toward the debt. You do not have to enter anything on your tax return about this--the IRS knows and will take care of it automatically and send you a letter a few weeks later.

TurboTax does not receive feedback from the IRS regarding money that was offset from your refund. If you owed back taxes or child support, you will receive a letter of explanation from the IRS in several weeks. The WMR site will contain a message regarding your offset. It is also possible that the IRS caught a mistake you made and reduced your refund.
You mean if you owe prior year tax due? Yes they will automatically take it out of any refunds.
