You have to complete your tax return using the Free online edition.  You upgraded to Deluxe edition - $40,  which is not Free.

Then you either added a state tax return - $40, or you chose to pay the TurboTax account fees with the federal tax refund - service charge $39.99

If you have not paid for the online edition you are using, have not filed your tax return or registered the Free edition, then you can clear your return and start over with a lower priced edition. Click on Tax Tools on the left side of the program screen while working on the 2019 online tax return. Click on Clear & Start Over.

OR -

IRS Free File Program - https://apps.irs.gov/app/freeFile/
If you are eligible you can use the TurboTax Free File Program which is free to file both a federal and state tax return. The Free File Program edition is a full featured personal tax program and on a separate website from the TurboTax online editions.

To qualify for free 2019 federal and state tax returns with the Free File Program, you'll need to meet at least one of these requirements:

  • A maximum 2019 adjusted gross income (AGI) of $36,000; or
  • You qualify for the Earned Income Tax Credit (EITC); or
  • You served as active duty military (including Reservists and National Guard) with a maximum 2019 AGI of $69,000 (you'll also need a military-issued W-2).

You have to be careful when going through doing your taxes. They will "RECOMMEND" you upgrade what type of turbo tax you use. The federal and state are filed separately. So for example I was charged 40 to file each. Than I was charged another 40 just to have my payment taken out of my own return. I'm commenting so others are aware of this charging system. If you have more than some simply w-2's they say they can't process it for ZERO they say have to upgrade. So AGAIN just giving fellow tax return filers a heads up. I wasn't happy at all being charged this year to have fees taken out of my own money I'm entitled to. Almost not worth using them anymore. You pay about same at a tax place now a days. Good luck 🙂
