I want to file my 2023 taxes, I owed money last year and didn't send the return - TT has it saved, I thought - but when I select file it tries to sell me a desktop versio

you can no longer e-file 2023.  if your return is done, you may be able to pay your fees and then print it out and mail the return. if not you'll need to purchase one of the desktop apps and then upload from your online account to your computer. you should be able to open the return finish it and print it out for mailing.
