I started with the Free Version of Turbo Tax and after completing I opted for Plus Benefits. However when I went to Pay with C Card it says $39,99? Why additional $20.00?

Read the screen.  
It says you will be charged $39.99 if you chose to have the TurboTax account fees deducted from the federal tax refund.  

If you want to pay for this optional service plus the $19.99 then click on Pay with federal refund.  If you only want to pay for the $19.99 Plus edition then click on Pay with credit card

Look at your fees -
Click on File on the left side of the program screen.  On Step 1 click on Revisit.  This shows your order and a breakdown of the fees.
Or click on Tax Tools on the left side of the screen.  Click on Tools.  Click on My Fees
What is the breakdown of the fees?
