I spoke to the IRS and they said if I didn’t file due to being out of work I would have to pay zero but since I filed with Turbo Tax, they said I owe 375 plus penalties?

How do I file a claim for a mistake Turbo Tax made on my return?

There are details missing from this story.   If you were out of work and had NO income then you did not have to file a tax return.   If, however, you were unemployed and received unemployment compensation from your state, that unemployment is taxable income.  What tax year are you asking about?  What "other" income -- if any-- did you receive for that year?

You can submit a claim under the TurboTax 100% Accurate Calculation Guarantee if you had to pay a penalty or interest because of an error in the TurboTax calculations. The guarantee does not cover errors caused by incorrect or incomplete entries.

One of the requirements for submitting a claim is that you received an IRS notice saying that you owe penalties or interest. Just being told over the phone that you owe is not enough to establish a claim. You have to send TurboTax a copy of the notice from the IRS as part of the claim.
