I received a dtf-160 showing refund allowed $0.00 but was already refunded $999.00. Why did I get this?

NYS DTF-160 shows total amount due $3,427 and total payments and refundable credits $4,426. I received a $999 refund in February. Today I received Dtf-160 saying refund allowed $0.00. I do not understand, do I owe more?

Have not received my tax return and it just continues to say in process. When I called they said they need no additional information from me. Very confused about this.
