The TurboTax sold at Costco are "Desktop" versions. Seems to me you are using TurboTax "Online" version. If that's the case, that's why.
To use the Desktop version, load the CD to your computer and open the app. Alternatively, you can download the program that came with the CD if your computer doesn't have a CD drive.
Why did you use the Online version if you bought the Desktop program?

Sorry you can't apply the Desktop CD/Download program purchase to the Online version. They are separate prices and work different. You have to pay for online and try to get a refund for the Desktop program. Or switch to your program.
If you already started in the Online version you can move your return to the Desktop program even without paying for Online.
First download the .tax file from the Online version,

After you get the program installed the first thing to do before you open your tax return is to update the program and install any state programs you had. So you first might need to start a fake return to be able to download the state program (go to FILE - New)
Then you just OPEN the .tax2022 file, go up to File-Open. You don't import or transfer it.
I had no issues. Did TurboTax Online last week, saw the price at the end and decided to see if I could do better (coupon code, email offers, etc.). Eventually decided to purchase from Costco. Bought from Costco Online, downloaded and installed this evening. Registered the product and as I did so, it recognized me and asked if I wanted to import from online. Did that and 5mins later after entering some other details I was ready to file. $10 Costco credit applied to State efile, so paid only $15 for State efile. All told, paid $55.99 +$3.36 taxes to Costco and $15 to TurboTax for State efile, Total $74.35 which was a fraction (less than half) of what I was originally facing with TurboTax Deluxe online.
