Yes, if you are mailing your Illinois State return in.
"Attach your W-2 and 1099 forms to support the amount you claim as Illinois Income Tax withheld on Line 26.
Include any required attachments (e.g., Schedule M, Schedule ICR, Schedule CR, page 1 of your federal return) with your Form IL-1040."I disagree somewhat. When required to send only the first page of the federal return for Illinois, the drop down menu of forms to be filed include ALL of the Federal 1040 including all attachments. That should not be. Illinois surely does not want it all and I sure don't need to give it to them! Turbo Tax flaw it appears. Looks like I need to mail in my Illinois return. Anybody??
I am not willing to spend $25 to file my State return electronically, so I printed the paper to mail and mine also printed my Federal 1040, along Schedules 1, 2, and 3. This seems excessive. Really? I also cannot believe Illinois wants these and it worries me that there is more likely a chance for mishandling.
You can also efile directly to Illinois by going to

Warning it is a bit confusing when trying to find how to file a IL-1040 and making payments.
@stvrkrs When you choose to file a tax return by mail, TT will print out the pages that you are supposed to send to the state. When you mail a return to IL, IL also wants a copy of your federal 1040. I live in IL and know this, and have been filing IL returns for years to avoid the state e-file fee. For some reason, IL has always been kind of a paper mill and just loves stuff on paper.
Thank you, xmasbaby0. Just another oddity of Illinois. I appreciate your reply!
