I paid my state tax through Turbotax, but my state claims that they didn't receive my payment and sent me a notice. And I had to make another payment through their web-site

Turbo Tax only sends your bank info to the state for them to pull it out of your account.  But most states do not use Direct Debit so you have to mail a check or go to the state's website to pay.  The instruction sheet should say how to pay.

Your only proof of payment is your bank statement or credit card statement showing the payment coming out.

I did not receive notification that the state tax was not paid. Can you please post a link to the terms of service that explains that I should not have expected the state tax payment to be paid through TurboTax, as part of my additional state filing TurboTax fee?

Your proof is your bank account statement or credit card statement showing the payment coming out.  And Turbo Tax doesn't pay any tax due for you.  Turbo Tax just sends your payment method to the state.   You either put down your bank account number for the state to pull it directly out of your account or you needed to mail in a check.  Most states don't let you pay by direct debit.  Did you check your bank account to see if it came out?  You should have an instruction sheet telling you how to pay it.

Oh, and you can't have a state tax due deducted from your federal refund.  Never.  You can only have the Turbo Tax fees deducted from your refund.

Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo.  If you owed tax, it will show the payment information and how/when you decided to pay.  Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.

Thank you. Can you please post the link to the terms of services that says what is included in the additional TurboTax state filing fee?

In the File section of the TurboTax online program on Step 2 you are given several options on how to pay the state taxes owed.

In the File section of the TurboTax desktop CD/Download program you are given several options on how to pay the state taxes owed.

Look at the State Filing Instructions included with your tax return.  How did you choose to pay the state taxes owed?

Hello. I have my return open as a PDF. It says that I elected to pay electronically with a "Y", with my credit card information. I understand, from your previous message, that I should not have expected TurboTax to be able to pay it automatically, as part of my $50 state filing fee. What I need now, is the TurboTax policy stating that state taxes are not, and should not be expected, to be paid directly. Thank you.

Payment by credit card can only be made using your State tax authority website.  This information was given to you when you were in the File section of the program choosing the type of payment for the state taxes owed.

Thank you. That's exactly what I needed. Appreciate it.

Look at the Federal Information Worksheet in Part V.  The bank name, routing number, account number and the date you selected to pay the taxes owed will be entered.  If you did not select Direct Debit from your bank account then nothing will be in Part V.  Look on your Federal Filing Instruction page for how you selected to pay the Federal taxes owed.

To access your current or prior year online tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/

When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.

This will take you back to the 2019 online tax return.

Click on Tax Tools on the left side of the online program screen.  Then click on Print Center.  Then click on Print, save or preview this year's return.  Choose the option Include government and TurboTax worksheets

*****For the State taxes owed the same type of information will be on the State Information Worksheet in Part V of the worksheet and on the State Filing Instructions page. **********

However most states, if not all, do not allow state taxes owed to be paid by Direct Debit when using tax preparation software.  They require the payment by Direct Debit only when using the State tax authorities website.
