Because you owe UT taxes on your income there. Ideally, your refund should be zero.

Why is the refund so little?
Because you worked in Utah.

You were probably expecting to get it all back. That's not the way it works. You pay Utah tax on your Utah source income and file a non resident return. Then you report ALL your income on your WY resident return and calculate tax on it all, including the UT income. Then WY gives you a credit (or partial credit) for what you paid UT; so that you are not double taxed.
It works this way in almost all states.

WY does not have a state income tax.

Living or working in a state that does not have an income tax does not get you out of paying tax to the state that does  have one. You still owe UT.
We usually see the opposite situation:  A GA resident works in FL (a state without an income tax) and is surprise to find out that he has to pay GA tax on his FL income. It works both ways; either way you pay. But in all three situations, you only pay once.
