Withholding is from W2 box 2 or 1099 box 4 or Social Security SSA-1099 box 6. You have to check each form you entered. Or did you make any estimated payments? Where does it say 21,000? the withholding should be on 1040 line 25a, b and c.
If you are looking at a summary screen or review screen those show the full amount as income and lump a lot of stuff together. You need to check the actual 1040 form and make sure it's right.
Where did you enter it? Where do you see this?
Is this on a summary screen that may be totalling up all you paid?
Double check your entries on your W-2.
If you made estimated payments, you will need to double your entries here as well. This will be done in the deductions and credits section under Estimates and Other Taxes Paid.
The important numbers are on your form 1040. Look at line 25 of your 1040 to see how much you withheld. If these numbers match what you actually had withheld, then everything is fine and you are likely seeing something on a summary screen that is totalling up more than just your federal payments.
