I owed restitution in one county then transferred to another witch dropped the amount alot so why didnt i get my return?

i was sentenced to pay restitution in santa clara county but had my case transfered to riverside county apon release. the fine from scc was 1600 but once transferred to riverside the fine dropped to 600 i made several payments leaving it at approxamately 400, so i still should of gotten a good amount of my return back yet i didn't so what happened?
