If you're referring to making payment for your TurboTax fees, you must make payment at the time that you print or file your return(s). If you can't make payment now, and you have a federal refund coming, you can use the "Pay With My Refund". There is a fee associated, but that's the only way you can go ahead and file your return. See the info below for explanation of the Pay With My Refund feature.
Please keep in mind that the federal filing deadline AND payment deadline has now been extended to July 15, 2020 due to the coronavirus pandemic. So you don't have to file OR pay a federal tax liability until that deadline.

@Kat I think the user is concerned about this:
Did you choose to have your TurboTax fees deducted from your federal refund? Is your refund taking an unusually long time to arrive? Or was your refund seized to pay a debt you owed? if so, you signed an agreement that says TT can withdraw its fees from your account. TurboTax would have sent several emails to you before they took the money out of your account.

I owe a fee that my taxes couldn’t cover and I don’t have the money to pay, but my account will go into overdraft
If you call before the final email they allow a one time extension of 3 weeks.
