If you're referring to making payment for your TurboTax fees, you must make payment at the time that you print or file your return(s). If you can't make payment now, and you have a federal refund coming, you can use the "Pay With My Refund". There is a fee associated, but that's the only way you can go ahead and file your return. Please keep in mind that the federal filing deadline AND payment deadline has now been extended to July 15, 2020 due to the coronavirus pandemic. So you don't have to file OR pay a federal tax liability until that deadline.
