"Most of the time, a F1040-516 reject happens when you try to claim an exemption for yourself after somebody else, usually a parent, has already claimed you as a dependent."
Why do you want to find the "file" option? Are you looking to amend your return?
See "How do I amend my federal tax return for this year?"
Yes, I am looking to amend my tax return. The page I am repeatedly redirected to is not helping me. It is only listing what a F1040-516 error is.

If your tax return was rejected by the IRS you do not amend the tax return. You fix the error and e-file the return again.
Are you being claimed as a dependent on someone else's return and need to change your dependency status on your tax return?
If you are not being claimed as a dependent on someone else's return then you can only print and mail the tax return, it cannot be e-filed since a tax return with your Social Security number has already been received by the IRS.
See this TurboTax support FAQ for how to print a tax return for mailing when using the online editions - https://ttlc.intuit.com/turbotax-support/en-us/help-article/printers-printing/print-mail-return-turb...
