TurboTax does not have stand-alone state tax preparation software.  You would need to create and complete the 2022 federal tax return before the state return can be started.  The tax data from the federal return flows to the state return.

A 2022 tax return can only be printed and mailed, it cannot be e-filed using TurboTax.
