I made a new turbo tax personal tax account by accident when I did my business taxes. Can I combine my two personal tax accounts so I have all my yearly tax returns?

No. TurboTax accounts cannot be combined. Not sure what you mean by "business taxes"---if you were self-employed, all of your income including self-employment income and any other income like W-2 income, retirement income, investment income, interest, dividends, etc. was all supposed to be on the same Form 1040.
