I'm submitting a 2017 tax return late (no tax due, expecting refund). I had to fill out Form 15103 for my Federal Tax form. Do I have to file something similar for NJ?

Unless you received something in the mail from the state of New Jersey about a delinquent state tax return, then just print and mail the New Jersey state income tax return for 2017.
