We have no idea what state's Dept. of Motor Vehicle site you are on....Here is a wild guess --- VLF might be "Vehicle License Fee" so one of those is a fee that was refunded and one is a fee you paid. ?????

You will use the VLF Paid for tax purposes. The VLF is the portion of your registration fee that is tax deductible.
VLF stands for Vehicle License Fee and is a fee paid for the owning a vehicle in California.
