I live in TN where there are no state taxes. Box 15 on my W2 is empty. But the second portion of Box 15 on the W2 shows NOWH. It won't bypass it. Why?

When entering a W-2 from a state that has no state income tax, leave boxes 15, 16 and 17 blank.
