You may have a state form or schedule that is either not supported for e-filing or has not yet been finalized for filing.
See if there is a form or schedule listed in the Review section of the program showing as not available.
Click on Review on the left side menu of the online program.

And until the federal return has been accepted for processing you will not be able to efile the state.
