There is a delay in my taxes

My delay is because they said I didn't file in 2016 and I have to send a paper copy of my taxes. I don't understand  because they took 1/2 my taxes last year.  I would suggest call them right at 7 am in the morning

Everytime I call they never answer or when they do they just ask my ss# and tell me there’s a delay and hang up
