My problem is that the tax form says to call the general helpline, but that is always busy and almost never works.
1099-G box '10' and '10A' refer to the state and state identification number that paid your unemployment benefits. This is be required information in order for the IRS to match your state unemployment benefits.
You should contact your state unemployment office to update your 1099-G before you can file your Federal Tax return.
