Entering zeros also worked for me.  But I worry about adding zeroes since TT originally had amounts in those boxes.  I do not owe a penalty and am getting a sizable refund but I did pay in estimated taxes last year.  I think I'll wait until Saturday to see if TT makes any more changes before I try and submit my taxes again.  Thanks for the tip!

On the Deluxe Mac version, there is a place to click labeled "Explain" or something like that under Box B instead of Box A.  Clicking that allows you to insert the explanations page the IRS is looking for.  The error is TurboTax's.  It should have forced you to click it.

In another thread on the same subject a poster shared a solution that he said Turbotax tech support gave him. Here is what he posted and it worked for me after being rejected twice. I ran my return through Turbotax error check and no errors were found after applying the following fix:

"1.  Go to Forms and select Form 2210.
2.  Right click on box A already checked by TT.  You might have to move around a little.  I had to move a little to the right.  A drop down menu will appear.  
3. Select "Override" and the check mark will turn RED.  Click on it and the check mark will disappear.
4.  Move your mouse to where TT inserted "85% waiver" and right click, just off to the right and again select "Override."
5.  The words 85% waiver will turn red.  Delete it.
6.  Save your return.

I ran through the TT checks and then E-filed.  It was accepted by IRS within 30 minutes."

I also was surprised with the Form 2210.   Reading online at IRS.gov, I think this form was generated because I didn't pay 100% of the estimated taxes based on my 2017 return, even though the amount I withdrew from my IRA was less than last year (Roth conversion) - I paid the estimated taxes due on the amount I withdrew from my IRA.
CD/download version.  I followed the steps outlined above and the re-filed return was  ACCEPTED.  Worked great.  Thanks to all --- and Intuit should fix this problem!

Yes, the fix took care of the problem, but it appears that now I have to mail in my return as turbotax will not allow me to e-file again.  I don't owe a penalty and am due a good refund, but as slow as the IRS is, it will probably take months for me to get it.  Not happy with Turbotax!

This appears to be fixed now on the Mac.  Just resubmitted mine which had the error after I updated with the latest version.  I did not change anything - just resubmitted.

Thank you "cmcdes", your step by step instructions solved the problem.  Definitely an ERR in TT program this year.

TT should be filling in its "85% Exception Smart Worksheet" only if the results of Part III (Short Method) or Part IV (Regular Method) show a penalty is due.  If the results are negative and no penalty is due, the Smart Worksheet should be blank, and then Box A would be empty and the need to file Form 2210 would disappear.

yes, big THANK YOU to cmcdes. Worked for me.  Clearly Intuit knows about this (and how often) since the "return was rejected" email includes the F2210-003 error noted at top of this thread.

I was not able to get Box A to delete with an override.  When I went into underpayment penalty on step by step & changed my 2017 tax liability to 0 & AGI to 0 the underpayment penalty went away, but my state tax refund that is income this year went away to, so that didn’t work either.  Very frustrating.  Haven’t figured out a fix yet.

Have you tried just deleting the X in the box in the "85% Exception Smart Worksheet"? That worked for me and others.  Right-click on the X in the box and you will get a pop-up menu.  Select "override".  The X should turn red.  Then left-click on the X to make it disappear.  This should also result in the X in Box A disappearing.  Form 2210 will then not be attached to your filing forms in TurboTax.

Yes, I have tried to do this, but, apparently, my Mac desktop version of TT doesn't allow overrides.

My experience is the same as mgsalp, with My Mac desktop version. Cannot override. I tried uninstalling and reinstalling TT, too.

For taxpayers who do not owe a penalty on Form 2210, but are faced with TurboTax automatically filling in a request for an 85% waiver and who then submit their return electronically only to have it rejected, there is a simple solution.  If you do not have a penalty, you merely need to place your cursor on Box A (that requests an 85% waiver, and then RIGHT CLICK your mouse.  If you do this, Turbo Tax opens a menu having as one of its commands, "OVERRIDE".  Clicking on OVERRIDE allows you to delete the X from Box A which results in Form 2210 being deleted from your return, which is proper if you have no penalty and are not requesting an 85% waiver.  Your return should be accepted when you refile it, provided you don't have other fatal errors.
