TT should be filling in its "85% Exception Smart Worksheet" only if the results of Part III (Short Method) or Part IV (Regular Method) show a penalty is due. If the results are negative and no penalty is due, the Smart Worksheet should be blank, and then Box A would be empty and the need to file Form 2210 would disappear.
