I have followed the steps on the help tab to file with freedom file. I qualify. However, it is telling me to upgrade to deluxe for the second time. How can I fix this? This is the second try.

It's telling me it's because of Schedule 4.

Then you are NOT in Free File.  You are still trying to use Free Edition.  You need to switch to Free File using a different account and user ID.  Free File will NOT prompt you to upgrade.

You qualify if your income was $34,000 or less, or $66,000 or less if active duty military, or if you qualify for Earned Income Credit

Did you see if you are claiming anything on the schedule 4? <a rel="nofollow" target="_blank" href="https://www.irs.gov/pub/irs-pdf/f1040s4.pdf">https://www.irs.gov/pub/irs-pdf/f1040s4.pdf</a>

I don't think so. The only two anomalies I have is that I only had 5 months of health insurance coverage and am paying a penalty and that I lived in the same rental for more than 6 months.

In order to use the Free File program, you have to start it at a special website.  Click on the bottom Orange button I Qualify Start Now and set up a NEW account
<a rel="nofollow" target="_blank" href="http://turbotax.intuit.com/taxfreedom/">http://turbotax.intuit.com/taxfreedom/</a>

Do not sign in at the top.  Use the bottom I QUALIFY START NOW
and set up a new account or it will take you back to regular Turbo Tax.
