I have followed the steps on the help tab to file with freedom file. I qualify. However, it is telling me to upgrade to deluxe for the second time. How can I fix this?

I have followed the steps on the help tab to file with freedom file. I qualify. However, it is telling me to upgrade to deluxe for the second time. How can I fix this? This is the second try. 

It's telling me it's because of Schedule 4.

I don't think so. The only two anomalies I have is that I only had 5 months of health insurance coverage and am paying a penalty and that I lived in the same rental for more than 6 months.

Then you are NOT in Free File.  You are still trying to use Free Edition.  You need to switch to Free File using a different account and user ID.  Free File will NOT prompt you to upgrade.

You qualify if your income was $34,000 or less, or $66,000 or less if active duty military, or if you qualify for Earned Income Credit

In order to use the Free File program, you have to start it at a special website.  Click on the bottom Orange button I Qualify Start Now and set up a NEW account

Do not sign in at the top.  Use the bottom I QUALIFY START NOW
and set up a new account or it will take you back to regular Turbo Tax.
