deleting the Forms is exactly what i had to do as well and the issue went away
early on i had input 0 to try to get by the N code issue, but it must have kept the form since i had manual input. deleting it did the trick

Yes, this is exactly what is going on.
If you put a 0 in manually at one point, you MUST DELETE the form before downloading the new fixed eTrade 1099. If you don't delete the form that you manually updated at one point, you will still see errors. Again, DELETE the form if you manually entered a 0 into it thinking it was the final fix.
Im following all your steps by deleting all the imported docs and also anything morgan stanley. I even restarted the software and reimported in the 1099. Still the same errors.
Did Etrade give you guys an updated 1099B online? mine still says dated 02/05
Ugh. I deleted all my MS stuff from step-by-step. There was nothing in forms view. Restarted TT, tried to re-import MS and it just hangs. Waited 10 minutes and nothing. Am going to try a reboot. What a circus. And not a fun one either.
My on line paper form still says original issue and dated 2/5/2024
So seems no error on the paper copy just how it was being imported
I encountered the sdame issue and resolved it through the following steps:
1. Delete the entire imported 1099-B entries related to the error.
2. Reimported the 1099-B for the corresponding brokerages.
3. Following the prompts to modify the adjustment cost base manually.
It should be fixed! I got mine to work today. I didn't have to delete and re-upload the 1099's from Morgan Stanley. TTax sent me an email as I had gotten on the list for updates. This is what it said:

We’re happy to inform you that we’ve updated TurboTax and resolved the issue you experienced
If you’re using TurboTax Online, it’s been updated automatically. Just sign in and you can continue working.
If you’re using the TurboTax CD/Download Software, download and install the latest update. You can do this through the prompt when you launch the software "

TurboTax claimed to have fixed this error for importing 1099-B from eTrade on wash sale removing adjustment code N, however, after updating my software, the error remains :(
Me too. I got the email, and it said to just open TurboTax and update it, but there is no update.
The TTax email was wrong. ETrade acknowledged the error and fixed it.
Read prior comments to delete old 1099 info and re-import.

I deleted the old eTrade imported 1099-B forms, and imported all new available by eTrade. The issue remains, and I also applied the software update before my form deletions and additions. The adjustment code N cannot be deleted or changed to W. I'm still stuck!

Depending on what you may have tried to fix the error, there could still be remnants of the old import and any manual changes you did.
If you really cant figure it out, best to just start from scratch if taxes aren't that much work to catch up.
(If you get all the old imported items and manual changes in forms out, it will work)
I have figured it out that TurboTax still has a bug. So, if I delete the imported forms, it cannot be reimported. It sounds like I'm out of luck that TurboTax is going to fix anything. Thus, the suggestion is to wipe out my return that is now finished except for this error, and start a new return using only manual entries for 1099-B. That's a terrible solution for use of an automation tool!
