We cannot see what software you are posting from, but did you accidentally "log on" to online TurboTax instead of just opening the program that is installed on your own computer?  When you use desktop software there is no reason to "log on" with a password or ID, so if that is what you have been doing, that is why it is asking you to pay.  You should be just opening the program and going to File and New Tax Return to start a new return, or go File to open a return that is in progress.

The other possible reason desktop would ask you to pay is that there is a fee to e-file a state return.  The program may have the software included to prepare the state return, but there is an extra fee to e-file the state.  You can avoid that fee if you print and mail the state return instead of e-filing it.
