You can find the information on the state unemployment website. In Ohio, that is the same website that you used to file your claims. If you had state withholding it will show on the website.

Sorry, two part response to my original question so I hope I don't lose you...
I jumped on the state's tax website and started to fill out the state return online. Last year I had a refund of $317 from state. I did not receive a 1099-G. I only see 2015 and 2016 - 1099-G links but nothing for last year. I saved last years statement from the check voucher. I received that refund on 4/20/2020. I didn't receive a 1099-G via USPS either. Do I not have to enter this as income on the website?
Back to my original question, Ohio Department of Job & Family Services sent me a 1099-G for unemployment benefit of $5,496.00 and they reported the amount for the Federal withholding. That included their Fed Tax id number. They did not withhold state tax so those boxes were left blank. (withholding and OH State tax Id no) When trying to include this on the State filing form online, it would not allow me to add this 1099-G without the OH State Id no. This was my original question. Hope I didn't confuse you.
I could let TurboTax file my state, but I thought I would save the $50 and file it myself. Can you tell I have never done this before??

First, when you are entering the Form 1099-G for unemployment, since you did not have any state taxes withheld, then leave all the boxes blank (boxes 10a, 10b, and 11) for the state information. This includes the dropdown box for the state name.
If anything is entered in box 10a, 10b, or 11, then all of them must be filled in to avoid an error condition causing you to review the entry.
Second, with regard to your state tax refund from filing your 2019 tax return, the amount of your refund is entered as part of your Federal tax return. However, it will only be a factor if you used itemized deductions for your 2019 Federal return. You don't have to have the Form 1099-G reporting the refund amount if you know the amount you received. Use the following steps to go to the section where you would enter the information:

My spouse had unemployment benefits last year. Where does the unemployment 1099-G get entered into? Also, I tried this under 1099-R and I don't think that worked. Box 7 does not have what would be found on a regular W-2.

You need to enter your spouses 1099G in the federal interview in TurboTax to calculate the correct Adjusted Gross Income that will transfer to your OH state form line 1. You will enter the 1099G in the "Wages & Income" tab.
Since there is no state withholding on the 1099G you don't need to enter the 1099G information on your state return forms. You would only enter it to include the state withholding which would then have the state ID number included on the form 1099G.
Be sure to delete any attempted entries for the 1099G in other areas.
For the state refund, did you itemize in 2019 on your federal return? If you did there may be some tax on the refund that you would exclude on your OH tax form line 2b. That comes form line 13 on the OH schedule A which comes from the Federal schedule 1, line 1.
Only if you itemized in 2019 do you need to enter the state tax refund information.
The federal schedule 1 line 1 is populated when you enter the state refund information in the "Wages & Income" tab.
Entries here will let you know how much of your state tax refund is taxable on your federal return, if any. That amount goes to your OH schedule A line 13 and then line 39 which flows to OH line 2b to be excluded from OH taxes.
TurboTax will automatically populate all this information and calculations for you if you select the state return.

I need to stop here because I thought I could do my taxes myself. I cannot do my taxes without talking to someone directly to get the answers I need because one question answered leads to another question and it's just not worth the price I need to pay to get that accomplished here.
There is just too much room for error and this program is no where near where it should be for a simple layman like myself - in my opinion. It cannot handle a 1099-G directly through the basic steps at the beginning - someone needs to correct that or I missed something. And believe me, I gave this a chance but I do NOT want to make any mistakes. My time is more valuable to me to be spending here on this program that is not very intuitive or thorough.
Sorry but I am throwing in the towel and taking my taxes to a professional.

I have a 1099 from a retirement fund with no state id #. I called them and they don't pay state tax so no id #. I cant file electronically without it. It has worked in the passed but not this year.
You may be able to file with all 9s for the id.
