I have 2 different numbers in my box 18 and 19, with different localities within the same state listed in box 20 on my W2 (Pennsylvania)

I have 2 different numbers in my box 18, with different numbers in box 19 as well. Both different localities listed are within the same state. My state is PA. The difference in the numbers in box 18 is exactly my SECT125 number listed in box 14, which is my health insurance. The box 18 number without my SECT125 included is under what I believe is my county/town locality name and the box 18 number with my SECT125 included is my "LST" locality.

My question is, would I include both sets of numbers in my federal taxes? If not, which one would I put down?

I think I understand now. You are paying both a local services tax and an earned income tax.

The LST is an occupational tax and the EIT is a local income tax. The wage amount on the LST doesn't matter. It's a fixed fee.

Put both on your tax return.

It depends. Do you have two different localities in Box 20? Did you work in two different taxing districts? Or maybe your employer may be withholding LST for the place you work and the place you live, if both have a local tax.

If Box 20 is different, enter both amounts. You will receive credit for local tax on your federal return.

If Box 20 is the same, your employer may have put things in the wrong place. We'd need to look at those boxes on your W-2 to be sure.

LST would not affect state, but you may have to file one or two local tax returns.

My box 20 has two different localities. I did not work in two different taxing districts, I worked in the same place throughout the year. I have an "0#" listed with the number in my box 18 that is the same number in my box 1. The second number in my box 18 is including my SECT125, and is listed as being under the LST locality.

So, with all this, I would put down both my numbers for my federal?

I have 2 numbers in box 18 - both are wages, 2 numbers in box 19 - one is local income tax and the other is $52 local tax.  Box 20 locality name has 2 numbers.  When I try to e-file it says there is an error in box 20.  There should only be one number.  I fix it and it still won't e-file because it says the number needs to be in the box to match the W-2.  How do I remove this error?

So I have the same Associated State (OH), and I have separate amounts in boxes 18, 19, and 20, has the same city (Columbus). However, boxes 17 and 16 are only filled in one row, not both.

You would only want to enter the state information once so you are only taxed on the income you earned, so not having it on both lines is correct. You can have more than one state or local tax, the important thing is to report it to the correct locations for the correct amounts.
