If you received no taxable income of any kind in 2023 there there is no need for you file a tax return.
However, if you received a Form 1095-A for health insurance through one of the state Marketplace Exchanges or from healthcare.gov then you are required to file a federal tax return.
What do you mean by "the receipt"? Are you thinking that if you file a tax return you would get a refund? If you had no income, no tax was withheld, so you are not going to get a refund even if you file a tax return.
