MN (new this year) now includes the renters refund in the state return. (Rather than a separate return) TT calculated the refund as zero even though I knew there would be a refund. I finally figured out that for those individuals that have only non taxable income TT incorrectly calculates their refund as 0. (MN won’t allow a refund of rent if the person can’t show they had an income source to pay it) Non taxable income needs to be included in the income total in order to get a refund.
Follow up. The income needs to be reported on 2024 schedule M1rent, renters credit
