I filed my taxes through turbo tax and owe NC state taxes. Can I pay through turbo tax

When I attempt payment on the NCDOR website it asks for a notice number and I don’t have that.

Use the following link to pay your original NC Form D-400 V tax due:  Individual Income Tax NC Form D-400 V

There are a couple of different payment options on the NCDOR site, including paying a balance due when you have received a notice from them.  That is where you ended up originally.  

Alternatively, you can use the voucher that is printed with your tax return to mail a check to North Carolina.  There is not an option to pay your state taxes through TurboTax.

I filed my 2021 taxes through turbo tax and owe NC state taxes. It showed me options to pay via direct debit from bank but I don't see debit yet..

Check your printout of you Electronic Filing Instructions sheet for North Carolina:

IF you've already arranged it it will be shown like the picture below.  Check the date, account, and routing numbers too.

IF the D.Debit information is not on that sheet, then you will have to pay separately using either a)  a paper check thru the mail along with a D400V voucher, or b) directly debit on the NC tax website;  (   https://electronic-services.dor.nc.gov/wps/portal/d400v  )
