I do not want to annualize my income, but Form 2210 line D is making me. what am I doing wrong?

You are not required to annualize your income on IRS form 2210 Underpayment of Estimated Tax.

In TurboTax Online, follow these steps:

Down the left side of the screen, click Federal.
Down the left side of the screen, click Other Tax Situations.
Click to the right of Additional Tax Payments.
Click to the right of Underpayment Penalties.
At the screen Annualized Income Method, select No.
