If your refund is short $1,400 then that is because you said you did not receive the 3rd stimulus payment and the IRS has records that show you were sent the 3rd stimulus payment so they removed the $1,400 Recovery Rebate Credit that was entered on Form 1040 Line 30.

If you are Married Filing Jointly also check your spouse's tax account.

let's review
1) you were eligible for EITHER the 3rd stimulus or the Recovery Rebate, but not both.
2) during the interview process you were asked if you received the 3rd stimulus. if you answered you didn't receive it (or answered zero), then $1400 ended up on Line 30 of Form 1040 and your refund was increased.
3) when the IRS reviewed your tax return, their records indicate that they sent the 3rd stimulus to you.
so what do we do now?
4) check you bank account statements from March - May, 2021. do you see a direct deposit of $1400. if yes, then you already received what you are entitled to. THe IRS correctly removed the $1400 on Line 30 which reduced your refund by $1400,
5) if you have no record of receiving the stimulus, then we have a dilemma because your records state you didn't receive it but the IRS records indicate you did. In that case, you have to file the 'tracer' form and the US Treasury will figure out what happened to the payment and resolve it with you.
