Software usually gives option to mail in but doesn't have any instructions this year. what gives?

I can answer that, its because turbo tax is a crappy scam tax place that steals your money, then says oh you have to do all the work, we won't tell you until after you paid us to do what you are going to have to do anyway using your paper your ink and your stamps, then when you try to print, they try to charge you more money. RUN and never look back at these scammers and their ignorant phone jerks again.
