TurboTax should not be saying "transmit" for a return you have chosen to print and mail.
Go back to the beginning of the File section, and on the page after your TurboTax fees, make sure you selected "File by mail". On the next page, make sure you have selected only the state return, not the federal return. From that point, follow the instructions to print your state tax return for mailing.
I finally was able to "transmit" the federal portion of this tax return separate of the state portion. I still have NOT been able to "transmit" the state return. I have cleared cache, cleared cookies, enabled pop-ups, "repaired" tax program, uninstalled and reinstalled tax program and tried using a different browser for the sake of trying. All have resulted in extreme frustration with this return, since in February I had completed and transmitted 3 separate complete returns without a problem. Very frustrating and since this is my first year trying Turbo Tax program, I will not be purchasing next year.
There are huge usability issues in Turbotax Premier 2019 software if you are trying to print your state tax return.
I e-filed federal.
Then could not find how to print state which I wanted to mail.
After e-filing federal
1) I went back and selected File by Mail on the Federal page.
2) The next screen I chosed FILE BY MAIL for my state.
I chose e-file for Federal.
Everything seemed good BUT THEN the next screen says they're going to ask for my driver's license to e-file EVEN THOUGH I SAID I WANTED TO PRINT AND MAIL.
However eventually I got to the screen where I could print the state tax return.
For a scenario that thousands of users would encounter, Intuit did not do a good job on the most critical screens.
Thank you to Trader Josefina. Without your help, I never would have figured out how to print and file my state return after e-filing the federal. This used to be absolutely easy, and it's disturbing that new software has made it so tricky. I guess a lot of people cave in and spend the extra 25 bucks to e-file the state return. Fix this please Intuit/Turbo Tax!
I want to print my 2021 state return only, How do I do it?
See our FAQ on how to view and print your tax return after you have filed it. Once you open your tax file, you can save it or print it. To get to the state portion of your return, you can scroll in the panel on the left until you see your specific state's Tax Return.
It still exists in the 2021 edition.

So how do we get this filed as a bug? Using TurboTax 2021, I filed my Federal electronically (free), but I will NOT pay anyone $25 to file the state (MN).
I followed the instructions to print the state, but the information it printed lacks the correct address to mail the return to -- and indicates they're expecting me to file it electrically. This is rediculous.
The first page in your printout package will be the File by Mail Instructions, which will provide the mailing address and what forms, if any, you need to include.
Important: To prevent identity theft, we recommend that you mail your return from a post office or give it directly to your mail carrier.
File tab gives me:
File a Return | Save For Your Records | Final Steps | Check E-File Status
Select File a Return, get to:
E-file your Federal or File by mail -- I chose E-File. (already accepted)
Now on the Minnesota page I have TWO options:
E-file my state return now
Do not e-file my state return now, I'll do it later
There is no "Print Tax Return for Mailing or any other 'mailing' options. If I go to File -> Print. The information on the first page of the Minnesota return says:
"Your Electronic Filing Instructions..." I do NOT want to file electronically the state. Thus there is bug in this, not allowing me to choose mail-in filing.
Choose 'File by Mail' for Federal return (even though you already Efiled).
Thank you, traderjosefina! This was one of the many areas Turbotax messed up this year. I could NOT figure out how to print my state tax returns until you told me how.
