Try this. It worked for me.
Open 2020 taxes.
On top, choose Federal Taxes under the blue banner for TurboTax.
Choose Deductions and credits.
Scroll down like you are reviewing each section.
Stop at Medical.
Choose Affordable Care Act (form 1095-A)
select update.
Inside that, you will find a line with a few words of what you entered for 1095-a.
On the right will be a Delete button that looks exactly like when you were filling out charitable contributions.
Delete and then choose Federal Review.
Hit all the continue buttons until you get the e-file at the end.
It should now let you file.

My return for 2021 keeps getting rejected. I did not have insurance through Market place, and I check the box that says this. I click, No, I didnt receive a form. However it will not let me save this option. It will re-select Yes, I did receive the 1095-A form. I have spoke with numerous agents and no one can fix this for me.
Somewhere along the way, you must have inadvertently answered Yes to a question about Form 1095-A. To fix the problem follow these steps:

Good luck with that. I've been trying for 3 days. Every turbotax representative keeps doing the same thing. They tell me go back to federal, deductions, then click Healthcare/medical, then click yes/no for unemployment.. then click no for form 1095-A. I'm trying to explain to these people I KEEP CLICKING NO, and it switches back to YES by itself. We've went to tax tool and deleted form 8962.. and it reappears also. Customer service emailed me and told me there was nothing wrong and to wait on my 1095A or go to Healthcare.gov.. the problem with that is I DIDN'T MEAN TO CLICK YES FOR 1095-A SO APPARENTLY I WILL NOT BE RECIEVING ONE BECAUSE I DIDNT HAVE HEALTHCARE COVERAGE. SO ... since no one can help all I can recommend is use a different tax software. That's what I'm about to do. I've been using turbotax for years. I clicked one wrong button and no one can tell me why when I click no, it switches back to YES. In fact they tell me "it's nothing wrong, go in and select no, select continue... etc" just for it to switch back to YES. This is crazy. Off to taxslayer I go. Maybe better luck on turbotax next year
If you have e-filed your return and gotten an IRS rejection code F8962-070, this is because they have information from Healthcare.gov about Marketplace insurance and are looking for a 1095-A on your return to match their records. This might be because you or someone on your return began an application for insurance but did not actually enroll or for some reason Healthcare.gov has something connected to a social security number on your return. Forms 1095-B and 1095-C do not need to be filed and should be kept with your tax records. Please do not enter their information into TurboTax.
When our interview section Affordable Care Act (Form 1095-A) for the Marketplace insurance reaches the screen Did you receive Form 1095-A for your health insurance plan? it will default to "Yes". If you select "No" and Continue, it will not generate any Form 8962 information into your return. If you come back, it will default to "Yes" again, but it remained the "No" you selected until the time you came back into the area. This is as it should be.
If you have already checked online at Healthcare.gov for 1095-A information and do not find what you need, you may wish to call them and see if there is any reason they would have told the IRS to expect a Form 1095-A. You may reach them at:

Once you have resolved the Healthcare.gov information, the IRS should accept your e-file. In the past, they would accept the e-file but then route the returns with Marketplace questions for special processing that caused significant delays. This way the issue can be addressed and your e-file should not be further delayed after it is accepted.

Thankyou @TeresaM ! Finally a response that makes sense. I've called numerous times, spoke with numerous people and no one told me this. You would think that this information would be provided to people who've recieved this reject code without us having to Google, YouTube, and request 1000 callbacks from turbotax live support to figure out what happened. Your explanation made perfect sense. I just got off the phone with them and apparently a claim was made that I had health insurance by an agent working with Florida Blue. I had no knowledge of it so they're correcting my 1095-A. They said it could take up to 30 days, prayerfully it doesn't. But the problem is closer to being resolved now that I know the right steps to take. So once it is resolved I will be filing with turbotax as it is not an error on their end. However maybe an in-service should be provided to the turbotax customer support employees so that people don't go in circles trying to fix a problem without knowing the actual cause of the problem. Somehow people are signed up for insurance and is not aware of it. This has been causing major problems for man . Call the healthcare insurance [phone number removed]. They will tell you who you supposedly have it with and will provide you with the information you need for the 1095-a.
There was an update with available information on this today. The IRS is rejecting returns with this code because they believe you or someone on your return had insurance through the marketplace. Since you did have insurance through the marketplace in 2019, you may still just be on their list.
You can try to enter $1 for the 1095. This will not affect anything on your return, but having the form there may get the IRS to accept your return. To do this take the following steps:

I’m having the same problem and the fix did not work and intuit keeps saying someone sent this form but I’ve triple checked with insurance and market place and I’m not getting this form but can’t file my taxes and not getting any help from customer service. If they can’t fix it this week I’m filing with another company and will not use intuit again. It has been such a nightmare.
Try this step to let TurboTax know there is no Form 1095-A:
Here's the thing:
When you apply for healthcare assistance in California, you must go through the Covered California website to apply. This could lead you to either:
A- Be approved for monthly subsidy that helps pay for healthcare through their online Marketplace, henceforth the need for a 1095-A.
OR
B- You are approved for Medi-Cal through the Covered CA website application, however the payments aren't made by Covered CA but, rather Medi-Cal themselves. Hence the 1095-B form.
A 1095-A tracks payments made to a health insurance plan on your behalf. With Medi-Cal, payments aren't being made on your behalf, you are simply being given coverage (hence the 1095-B). This leads to an active ticket on Covered CA while also providing you with coverage through Medi-Cal.
The problem occurs when, on the Turbotax website, you finally arrive at the Health Care page that requests you tell them how you received health care (ACA, Covered CA, etc.). If you are like me and originally made the mistake of selecting Covered CA because that's who you believe your provider is, you will now endlessly be rejected by the Government for not having a 1095-A when you attempt to file, while Turbotax's unfriendly UI refuses to let you go back to that page and correct the mistake.
