I am in the Armed Forces and currently reside in a state that I don't pay taxes to (I pay to my home of record state). How do I need to answer the question about SofR?

In the My Info section of the program for state of residence you select your Home of Record or State of Legal Residence since you are active military.  You do Not select the state where you are currently stationed if it is not your HOR or SLR.
